Located in the Finance and Budget Unit in the Executive Office of the United Nations Economic Commission for Europe (UNECE), the Finance and Budget Officer works under the direct supervision of the Administrative Officer (P4), and the overall supervision of the Executive Officer (P5).

The Finance and Budget Officer will support the Administrative Officer and the Executive Officer in providing effective budgetary, financial, and administrative management and support services to UNECE's sub-programmes to enable the Secretariat to efficiently deliver its approved programme of work and to ensure the efficient and effective use of UNECE's regular budget and extrabudgetary resources in accordance with the General Assembly (GA) mandates and donor agreements, as applicable.

Responsibilities

The Finance and Budget Officer will primarily be responsible for drafting all budget proposals for ECE for review by the supervisor (P4), reviewing and supervising the three General Services staff in the execution of their functions, and monitoring the implementation to ensure 100% execution of all regular budget funds, as well as extra-budgetary funds, in line with annual cost plans.

Budget Administration:
- Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
- Monitors budget implementation rates and recommends reallocation of funds when necessary.
- Monitors expenditures to ensure that they remain within authorized levels.
- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, and ensuring compliance with regulations and rules and established policies and procedures.
- Prepares relevant documentation with respect to budget performance submissions.
- Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports analysing variances between approved budgets and actual expenditures.
- Provides substantive support to intergovernmental and legislative bodies.
- Manages and oversees the Service Level Agreement billing for administrative services provided by the United Nations Office at Geneva (UNOG), which entails the delivery of a range of administrative services to ECE, including financial management services, human resource management services, central support services, and information and communications technology services.

Budget Preparation:
- Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from ECE Divisions.
- Provides support to programme managers with respect to the elaboration of resource requirements for budget submissions.
- Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

General:
- Keeps up to date on documents, reports, and guidelines that have a bearing on matters related to programme budget, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
- Monitors and supervises the work of the 3 General Service staff in the Finance and Budget Unit;
- Performs other related work as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Chartered Accountant, Certified Public Accountant, Certified Management Accountant, or equivalent certification is desirable.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, accounting, business administration or related field is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
